An appeal to all translators.

Association's stand on T.P.Leena case and an Appeal to all Translators : 

From confirmed sources association has come to know that the much talked about order of Hon'ble Kerela High Court is being challenged by the Govt of India. Association hereby appeals everyone to plz. wait for some time and not to present any application in this case at this stage. We will share with u all at appropriate time. Thanks

  1. I know that your team is trying very hard for the people of CSOL Cadre. It is quite surprising that CSOL officers are not fully implementing the approved cadre review of CSOL service even after the lapse of 13 months. I understand that the association has once again met CSOL officers today. Could you plz. inform me whether you have discussed the following points and what is the status in this respect:

    1. When the orders for promotion from Jr. Translators to Sr. Translators will be issued?

    2. When they are going to regularize the ad-hoc Sr. translators and ADs?

    1. @Abhay, Today only all office bearers have met Joint Secretary (OL). It was the third meeting in this regard. We completely agree that promotion order has been very very late...and have conveyed this thing in clear terms. Association is also feeling restless. We debated with JS for prompt action.He has promised to get things done at top priority level. There were certain problems but as of now dept is finalising the list meant to be promoted and regularize Sr.Translators. Dept is going to make Sr. Translators regular first so that all Jr. to Sr. promotions can also be declared regular. Few more days friends...all things will be in perfect order. :)

  2. It is nice to see young and energetic people leading the translators' association.

    I have an important point to make which I feel you will find worthwhile and appropriate. Some of the translators and ADs are deputed in offices where the workload is very heavy and some are posted in offices where the workload is very light. The translators and ADs posted in light workload office keep enjoying for years or even decades whereas the other ones keep working hard for a long time. They have to sit late for parliamentary answers, attend the urgent work almost daily and even come on Saturdays and Sundays, thus bearing the tension and strain all the time.

    Therefore, it is imperative and advisable that a rotational transfer policy is adopted and the translators and ADs should be posted in light and heavy offices turn by turn. After all, we all are human beings.

    What do you say in this respect?

    Will you take up this issue with DoOL?

    I want to raise a very important question from this platform,why CSOLs are not taking any step regarding Jr. Hindi Translators not getting GP of Rs. 4600,whereas many of the subordinate offices have granted their jr. hindi translators GP of 4600.Directorate of fisheries,Kolkata and Directorate of Revenue,Delhi have already granted it and many others are also granting on the basis of the Ministry of Finance order dated 13th November 2009. Why CSOLs are satisfied and not representing to the Ministry of Finance? please reply.-Madhvi Naveen Garg

      Min of Finance has not granted 4600 gp to jr. translator. orders issued by Min of Finance are disputed due to different interpretations. Recently Kerala high court has also ordered in favour of a Jr. hindi Translator granting her 4600 Gp. But again, that order is being challenged in Supreme court by Govt of India. We are closely monitoring all such cases and also aware that 4600 gp has been awarded in some offices. Matter is in court now. We are waiting for the final outcome. If we failed here to get anything..we will fight for it separately. U be assured n be in touch with the blog.

    First of all,Thanx for creating such a platform from where we can share views.
    What stand the CSOLs is taking now regarding the jr. hindi translators not getting gp 4600.please inform.Some solid step we expect from CSOLs Association at the earliest,as the Association is capable of doing great things as is evident from your recent steps that u are taking for CSOLs cadre.The translators of subordinate offices have also done alot in this regard,so CSOLs should also come forward for this very purpose without making any delay as it is already quite late since 13-11-2009 and this is the high time now to initiate action.we are anxiously waiting for it as my office follows CSOLs in totality.-madhvi

  8. how far the Association has reached regarding 4600gp to jr. translators?pl. reply as we are in the dark.MY Office administration is suggesting to go in the court as they can not implement any individual's court order unless DOPT does not pass any order in this regard.pl. suggest what to do?-madhvi

      The said case is under close observation of association. To inform you Ms. T.P.Leena too has not got the said relief till date. Her dept is still in denial mode. There are few things which still need close scrutiny. We will inform u as things get clear. Just wait....every important information will be shared here at appropriate time. As far as ur dept is concerned...that is on the right foot. No dept can grant such relief on the basis of any individual case. thats why we have requested out fellows in CSOLS to wait for some time. Lets hope for the best :)

    I want to ask ANUVADAK MANCH WHY NOT THE ENTIRE MATTER RELATED TO GRANT OF GRADE PAY OF RS 4600.00 TO JUNIOR HINDI TRANSLATOR IS TAKEN UP WITH THE PRESIDENT'S OFFICE, PMO, DOPT,WTH PARLIAMENTARY COMMITTEE ON OFFICIAL LANGUAGE,AS WELL AS WITH UNION HOME MINISTER AND FINANCE MINISTER.WHY NOT THE SAID ORDER OF GRANT OF GRADE PAY OF RS 4600.00 IS APPLIED TO JUNIOR HINDI TRANSLATORS IN GENERAL ALONG WITH ASSISTANTS ETC. IF NO SPECIFIC ORDER IS ISSUED BY FINANCE MINISTRY IN THIS REGARD.     you are right but who will do these thing association is not interested or they no know the ruling . Court case is only way to solve this case otherwise finance Ministry has already rejected this case. In my opinion court case is the solution but I did not ubderstand why they are delaying the case.

    ग्रेड वेतन 4600/- के मामले आगे की कार्रवाई करने से पहले सहायकों (Assistants) को किस आधार पर ग्रेड वेतन 4600/- दिया गया उसके संबंध में की गई कार्यवाही संबंधी नोटशीट आर टी आई में हासिल किया जाए ।
    2. अपने प्रतिवेदन में इस बात का उल्‍ल्‍लेख किया जाए कि केन्‍द्र सरकार के ऐसे कौन से पद हैं जिनमें नियुक्ति के लिए न्‍यूनतम शैक्षणिक योग्‍यता स्‍नातकोत्‍तर (Post Graduation) है एवं जिनका ग्रेड वेतन 4200/- है ।
    3. 13.11.2009 के आदेश को जब सहायकों को लागू किया गया तो फिर अनुवादकों के लिए क्‍यों नहीं ।
    4. यदि नहीं किया गया तो फिर 24.08.2008 के कार्यालय ज्ञापन को जारी करने का क्‍या अर्थ है जिसमें राजभाषा संबंधी पदों के लिए Revised Pay Structure दिया गया है ।

    सहायकों को क्‍या मिला मुददा यह नहीं है आज की तारीख में हिंदी अनुवादक की अपनी बहुत सी जिम्‍मेदारियां हैं
    पदोन्‍नति मिलती नहीं समस्‍त सेवा दौरान एक ही पद पर बने रहना तथा प्रशासनिक कर्मियों के कार्य करना जोकि मात्र हायर सेकंडरी हैं तथा उप निदेशक के पद पर पंहुच चुके हैं । अपमान सहना स्‍नातकोतर डिग्रिया हासिल करने के बाद भी हाथ फैलाते रहना कि कब 4600 ग्रेड वेतन होगा उच्‍चतम न्‍यायालय के द्वारा केस कलीयर करने के बाद बाबू महोशय के द्वारा उसे रिजेक्‍ट करना यही तो मेरे सपनो का भारत है ।

    कोर्ट केस इस संदर्भ में हुआ नहीं है जो हुआ था उसमें टीपी लीना एमएसीपी केस जीत चुकी हैं । आप यह बात क्‍यों नहीं मानते
    कि ब्‍यूरोक्रेसी से कोई अपेक्षा नहीं की जा सकती एक फेस्‍टीवल एडवांस तक देने में कई प्रश्‍न चिन्‍ह लगाए जाते हैं यह एक उदाहरण है
    आपका लाखों का एरियर बन रहा है वह कैसे दे देंगे या तो कोर्ट केस किया जाए नहीं तो सही वक्‍त है राजनेताओं को समस्‍त केस समझा कर दबाब बनाने का अन्‍यथा मेरे समेत सभी अनुवादक भाईयों के तर्कों का कोइ मायना नहीं । अभी भी वकत है । एक एक पल कीमती है । मौका हाथ से आया और व्‍यर्थ में गवां दिया ।

  32. मेरे प्रिय सभी कनिष्ठ हिंदी अनुवादक भाइयों जो भारत सरकार के अधीनस्थ कार्यालयों में कार्यरत है उनकी दुर्दशा के विषय मैं मैं आपका ध्यान बटाना चाहता हूँ ,उनकी स्नातकोत्तर डिग्री होने के बावजूद उनसे उनके पद के कार्य को कम महत्वपूर्ण समझते हुए अधिकारीयों के द्वारा उनको अपमानित किया जाता हैं एवं उन्हें लिपिकीय कार्यों में कहीं मौखिक एवं कहीं कहीं तो लिखित आदेश देते हुए लगा दिया जाता हैं क्या ये राजभाषा सम्बन्धी नियमों का खुला उल्लंघन नहीं हैं ? क्या इस मंच पर कभी इस बाबत चर्चा हुई हैं ? राजभाषा सम्बन्धी नियमों की इन कार्यालयों में सरेआम धज्जियां उड़ाई जा रही हैं तथा यहाँ तक की फाइलों मैं भी हिंदी ट्रान्सलेटर को लिखित रूप मैं कार्यालय सहायक कह कर संबोधित किया जा रहा हैं तथा उनके इतने महत्वपूर्ण कार्य को गौण समझा जा रहा हैं

    एक तरफ तो जूनियर हिंदी ट्रांसलेटरों को कई विभागों मैं को पदोन्नति का हक मिल नहीं रहा क्योंकि उसके लिए सारा promotional channel ब्लॉक्ड हैं परन्तु क्या उन्हें दफ्तरों मैं कोई सम्मानजनक भूमिका नहीं दी जा सकती?
    जब भारत सरकार मैं कई स्थानों पर lower Post का अधिकारी /कर्मचारी higher Post vacant होने पर officiating में कार्य कर सकते हैं तो हिंदी के पदों के विषय में ऐसा क्यों हैं क्यों हिंदी के कर्मचारी को matriculation based लिपिकीय कार्यों मैं पहले मदद के नाम पर लगाया जाता हैं एवं बाद में उसे एक असिस्टेंट की तरह assume कर लिया जाता हैं ? मैं चाहूँगा की इस मंच पर वेतनमान जैसे मसले के अलवा इस पर भी विचार

  34. मेरे प्रिय अनुवादक भाइयों भारत सरकार के समस्त पदों एवं कैडरों हेतु सर्विस यूनियन हैं. मैं यहाँ यह जानना चाहता हूँ क्यां हम अनुवादकों के लिए जो देश भर मैं फैले अधीनस्थ कार्यालयों में कार्यरत हैं क्या हमारे लिए कोई अखिल भारतीय अथवा प्रादेशिक स्तर पर कोई सर्विस यूनियन हैं डाक विभाग के अधीनस्थ कार्यालय जो सारे देश मैं फैले हैं क्या हमारा कोई सर्विस यूनियन हैं ? जहाँ हम अपनी समस्याओं पर को अधिकारीयों के समक्ष न्यायसंगत ढंग से चर्चा कर सकें? Is there anybody who can help me out on this I would like to join any union of All India Hindi translators Union . There is a great suppression of our rights spaciously in Sub ordinate offices.

    1. I am totally agree with your points, besides our grade pay more important thing is the prestige of our work field. In subordinate offices,specially in ministry of defence, translators are post graduate defence civilians while hindi liaison officers are ssb defence officers who are basically technical graduates and does not possess any qualification or experience in hindi or in official language implementation. Junior translators have not been promoted for the last 25 years. Though jr. translators posess all eligible qualification and experience for hindi officers, other service personnel are designated as hindi officers of some establishments. guidelines for minimum hindi posts are also not fulfilled..for makeshift arrangement..only one translator, one hindi typist and any officer is made HLO. I just want to ask all of you translator faculty.... how come a technical officer who is not more qualified and experienced in the field of translation and OL Implementation , can control and supervise a translator who is specialist in his own field and well qualified. Why well qualified Hindi Officers are not appointed .... All these things are making mockery of translators and Official Language Implementation.

Rajeshji some service union should definitely be formed for Translators working in subordinate offices whether they belong to any department .....I m working in Deptt Of Post and facing similar kind of a situation ...I have expressed my views above....in my opinion there should be separate service union for translators working in subordinate offices.There should be other points also besides pay scale .Thanks for subscribing with my views.

In some subordinate offices, translators are controlled by controlled and directed by officers who are not senior to them neither in qualification nor in experience. which is contrary to the definition of seniority given by CCS rules. How can it be protested... can anyone give me any suggestion......

  37. One has to be bold rather confident enough in oneself to put forth the ground realities in a appropriate manner at a right forum. Almost in all offices we translators are like tongue in the mouth. In these adverse only you can help yourself. So be clear & bold enough in your actions and work.

Now its a high time that all official language employees should come under one roof ,one banner something like"' AlI India official language employees federation'' and put our demands collectively. It will be beneficial not only for 4600 case but also for forthcoming 7th pay commission. Please dont demand seperately.

  38. I am meenskshi bhasin working in the national institute of malaria research as a junior hindi translator since 2006
    I consider myself lucky that i was given 4600 gradepay in 2010. But now icmr has given the ordet to replace the gradepay from 4600 to 4200.as it was done by mistake. I am very much disturbed as there is no scope of promotion in my office and now all of a sudden without any fault on my part they are replacing my gradepay this is very fatel for my morale as a very sincere worker in the field of rajbhasha. I am very sad and there is nobody to help me i am writing this just to share that there is no future for a junior hindi translator I have seven years work exoerience as a translator i deserve promotion not replacement of my existing pay grade to minimum ----;;;meenakshi bhasin

  39. sir, i joined railways on 25.09. 2002 as rajbhasha assistant grade-2 having master degree in english in 4500-7000 scale. on 29.06.2006 i was promoted to rajbhasha assistant grade-1 in the scale 5000-8000. now both the posts were merged and redesignated as junior hindi translator. can i get the benefit of macp wef 2012. the administration is denying macp by giving false clarification. what can i do.

  40. Sir, please refer Railway Board’s Circular No./RBE No. 101/2009, S.No. PC-VI/110, No. PC-V/2009 ACP 2 Dated 10.06.2009 on subject MACPS for Railway Employee. In para 5 of the Annexure it has clearly been mentioned that, Promotions earned in the past to those grades which now carry the same grade pay due to merger of pay scales upgradations of posts recommended by the Sixth Pay Commission shall be ignored for the purpose of granting upgradations under MACPS.

    2. Again please refer Railway Board’s Circular No. RBE No. 101 2012, S.No. PC-VI 300, No. PC-VI 2008/1/5/2 Dated 13.09.2012 on subject Allotment of revised pay structure for Official Language staff of Indian Railways. In para 2.(a) it has been mentioned that “The grade pay of Rajbhasha Sahayak Gr.II would be upgraded from Rs. 2800/- in PB-1 to that of GP of Rs. 4200/- in PB-2 and it would be merged with Rajbhasha Sahayak Gr. I. The merged Grade would be designated as Jr. Translator.

    3. Sir, I have joined Railways on 25.09.2002 as Rajbhasha Sahayak Gr.II in the Grade Pay Rs. 2800/-(4500-7000 in Vth CPC) having Master degree in English and Hindi at Degree Level and got promoted to the post of Rajbhasha Sahayak Gr.I in the Grade Pay Rs. 4200/- in PB-2(5000-8000 in Vth CPC) on 29.06.06 and since than am working as Rajbhasha Sahayak Gr.I in the Grade Pay Rs. 4200/- in PB-2. There are more than 10 candidates having the same condition on NFR.

    Sir, the question is :

    1. Does the rules mentioned in the referred circulars in para 1 & 2 above, apply on this staff mentioned in para 3. above, for granting Financial Upgradation under MACP? Please answer in yes or no clearly quoting the extent rules.

    2. Will he get financial upgradation to the next higher Grade Pay of Rs. 4600? Please answer in yes or no.

    3. From when the employee will get financial upgradation to the next higher Grade Pay of Rs. 4600? Please clearly mention the specific date.

    Sir, please help us so that we may get our first MACP as there is also no scope of promotion and the Railway administrating is denying the same.

  43. नमस्कार साथियों, सभी को मेरा अभिवादन स्वीकार हो! जैसा कि आप जानते हैं राजभाषा हिंदी के लिए बजटीय प्रावधान किया जाता है और हर एक कार्यालय में इसके खर्च को एक विशेष बजटीय कोड हेड में बुक किया जाता है! अधिकांश कार्यालयों में यह समस्या आ रही है कि वह हर एक हिंदी की गतिविधि पर होने वाले खर्च के नोट को इस ऑब्जर्वेशन के साथ लौटा देते हैं कि लिखित में प्राधिकार दीजिए किस कोड हेड से यह खर्च किया जाएगा तो मेरा आप सबसे निवेदन है कि कृपया इस विषय में कोई लिखित दस्तावेज यहां पर शेयर किया जाए जिससे कार्यालयों में आने वाली इस समस्या का समाधान हो सके! धन्यवाद!

  44. नमस्कार साथियों, चूंकि 7वें वेतन आयोग ने भी हमें 4600/- ग्रेड पे देने से मना करते हुए मंत्रालय / विभागो पर ज़िम्मेदारी छोड़ दी है। अतः मुझे लगता है कि हम सभी JHT भाइयों को मिलकर एक साथ कोर्ट में संयुक्त रूप से केस फ़ाइल करना चाहिए। स्नातक स्तर वालों को भी सरकार 4600/- में भर्ती कर रही है परंतु JHT के मामले में सरकार उदासीन है।
